The Henry County Board of Commissioners voted at its December 1 regular meeting to approve a number of SPLOST- funded items involving transportation, beginning with an agreement with the Georgia Department of Transportation to address right-of-way acquisition on Rock Quarry Road in advance of the improvements coming there.

The estimated cost is $7.28 million with the state contributing $5.6 million of that amount. The project involves the entire length of Rock Quarry Road, from Eagle’s Landing Parkway to Hwy. 138.

Bids were awarded for engineering design services on several projects. They include the East Lake Road widening and the following intersections: East Lake Road at Elliott Road; East Lake Road at Rowan Drive; East Lake Road at Airline Road; Hwy. 81 at Upchurch Road; North Ola Road at Snapping Shoals Road; and Airline Road at McGarity Road.

At each intersection, a traffic study will be conducted to determine whether a roundabout is the best option. The total cost of the design bids for all of those projects is just over $700,000.

An intergovernmental agreement with Clayton County was approved for the cost sharing of West Village Parkway improvements. Clayton County has completed its Panola Road project, and completion of the West Village Parkway project requires a portion of the work be done just across the county line. Clayton County will pay just over $1 million for that portion.

In other business, the board approved:

•A $207,926 bid for the installation of new pickleball courts and the renovation of tennis courts at Hidden Valley Park.

•The county’s 2021 holiday schedule and 2021 commission meeting dates.

•An easement agreement with AT&T to install equipment in the Heritage Park area for the improvement of wireless signal quality.

•The $276,043 purchase of network hardware infrastructure switches and routers.

•Acceptance of a donation of $46,012 from the estate of Clarine Cowart for the Henry County Animal Shelter.

•Renewal of an AETNA Medicare Advantage Program Plan for 2021 for post 65-year-old retirees.

•A $191,730 bid by Falcon Design for a drainage redesign and improvement services of Greenview Homes and Saratoga Woods subdivision.

•A $249,762.50 bid by Universal Underground Utility Contractors for drainage pipe replacements at Eagle’s Ridge.

•Applications from 29 Henry County small businesses and eight non-profits for COVID-19 relief through the Restart Assistance Program.
