  The Stockbridge City Council is hoping to get more than $300,000 in grant funding for improvements to the Reeves Creek Trail.

  The council voted at its September 29 workshop meeting to adopt a resolution to apply for matching grant from two sources: the Georgia Department of Natural Resources grant (up to $250,000) and the Georgia Outdoor Stewardship Program’s Conserve Georgia Grant (up to $75,000). According to a city staff document, these funds would be used to facilitate Phase I implementation of the city’s bike and pedestrian trail plan and enhancements at Reeves Creek. The resolution was approved 4-0-1 with John Blount abstaining.

  In other business, a proposal to bring building, permitting and inspection functions in-house will be heard at the October 12 regular meeting. An initial motion to table the matter failed to pass, but a subsequent motion stipulating that it be heard for a vote at the next meeting passed unanimously. No action was taken on a separate discussion regarding the creation of building official, building inspector and permit clerk positions.

  The council was notified by city attorney Michael Williams that a motion was in order to authorize Mayor Anthony Ford to sign an intergovernmental agreement between the city and the Downtown Development Authority as well as all documents related to the sale of a downtown property. That motion, made by Elton Alexander and seconded by LaKeisha Gantt, failed to pass as Yolanda Barber and Alphonso Thomas abstained. Blount was not present for the vote. Barber noted for the record she had not had an opportunity to review the intergovernmental agreement.

  Williams also noted that motion was in order based on the consensus of the council to disapprove of containers projects in the downtown district. That motion passed 3-0-2 with Barber and Thomas abstaining.

  An amended organizational chart that would align Main Street under the Economic Development Department, with the Events Department reporting to the city manager and the position of assistant city manager being eliminated, was approved unanimously. A plan for signage at various locations and entryways to the city and a loan modification agreement with the Georgia Environmental Finance Authority were also approved unanimously.

  A motion to approve a modified contract for Williams passed without a dissenting vote.
