Three zoning matters were heard by the Henry County Board of Commissioners at its May 19 regular meeting, with two request being approved and no action taken on the third.
SK Property Holdings II, LLC of McDonough requested a modification to zoning conditions for a 24-acre site on the north side of Jonesboro Road, across from the intersection with Mt. Carmel Road, to allow a self-storage facility. The site was zoned C-3 (highway commercial) in January of 2018 with one of the conditions being that only a hotel would be permitted among C-3 users; otherwise the property would be limited to C-1 and C-2 uses. The site in question sits directly in front of a park-and-ride lot that is in development.
No one at the meeting expressed opposition to the request. The motion by Gary Barham to approve the request with several conditions was approved unanimously.
A separate request by James Nutt of Marietta was for a rezoning from RA (residential-agricultural) to R-3 (single-family residential) for a 41.2-acre site on the north side of Hampton-Locust Grove Road, north of Brindley Way and west of Hwy. 155. A warehouse distribution center sits directly to the north of the property on land that zoned M-1, and a residential subdivision is to the west.
The plan is to develop a subdivision on the site, which was in contrast to the county’s future land use map designation of commercial use for the property. A commercial corridor is located nearby at the intersection of Hampton-Locust Grove Road and Hwy. 155. The board declined in January to change the map designation to support the request.
Dee Clemmons moved to approve the request with conditions, including the requirement that all who purchase homes in the development be given ample notification about the existence of the distribution center that is in operation 24 hours a day on the adjoining property. The motion was approved unanimously.
That was not the case for the proposed development on the northeast corner of East Lake Road and Springdale Road which has been the subject of much discussion for at least a year. General Holdings Unlimited, LLC of McDonough has petitioned for a rezoning from RA to RS (residential suburban) to allow a mix of duplexes and townhomes on the 50-acre site.
The project has been delayed a couple of times. After the Zoning Advisory Road recommended approval with conditions last May, the Board of Commissioners tabled the matter in October. When it came back to the board in January and a public hearing was held, the applicant requested that it be postponed. County staff has since revised its suggested conditions for the development.
Vivian Thomas, in whose district the property lies and who has been working with the applicant and others to move the project along through the process, made a motion to approve but it died for lack of a second. Later in the meeting, Clemmons pointed out that she had tried to make a point to Thomas about possibly increasing the minimum townhome size. However she was not heard because of technical issues with the remote meeting, which was a Zoom video conference.
When asked it she wanted to present another motion, Thomas said she would not bring it back to the board at this team because the commissioners were not prepared to accept townhomes at that site. She thanked Clemmons for expressing her concerns rather than just saying nothing.
